In an increasingly complex international scenario, in which conflicts are worsening and the effects of the climate, demographic and economic crises are becoming more and more evident, the European Union has recently approved its strategic agenda for the next five years, in the wake of which Italy too must move, equipping itself to meet the challenges and opportunities of this period of great transition. The Report on Territorial Finance, now in its twentieth edition, as usual offers contributions on the analysis of public finance structures, focusing on the role assumed by regional and local governments. The conjunctural part of the Report, introduced by Maria Teresa Monteduro, reconstructs two decades of decentralised finance amid unfulfilled reform expectations, and examines the most recent trends in the finance of Regions and Municipalities. The monographic part, introduced by Giuseppe Pisauro, presents some useful contributions for reconstructing the framework of public policies in which the recently approved reform of differentiated autonomy will be inserted, and produce its effects: welfare, education, public transport and transversal development factors for overcoming territorial gaps. Finally, in the part devoted to international comparisons, the Report presents a comparative analysis of regional equalisation mechanisms in Spain and Germany.
