The growth of territorial gaps in mature developing countries, adding to the critical issues associated with the transition from an industrial to a tertiary economy, calls for reflection on the need for new and more effective development policies.
In this paper we propose to use input-output analysis and the production chain approach to analyze socio-economic relations between territories at the local scale, using the partition of Local Labor Systems for Tuscany, from which to derive more stringent indications for the construction of targeted development policies.
